I've had to do this many times with NYC cabbies. You can usually get it done without a cam if you just make sure they know that you know the law. I generally will just say, "yeah, that's only a little illegal to not take me there." They change their attitude real quick.

Oh, and that dude was also on his cell phone. They passed the no communications devices for cabbies law like a week and a half ago. That's a $200 ticket right there and a safety training seminar that dude should have to go to.

i travel around the state of georgia, staying in motels at least three nights a week, always dealing with service providers... so, it's safe to say, at least once a week i'll have a 'major' problem with someone.

more often than not, the simple 'may i speak to your manager" will do the trick.
but on few times, i've had to call the corporate headquarters (hotel chains mostly) and report the problem.
never have i had an issue that wasn't resolved very quickly by doing that...
simply mentioning that you'll be reporting this to the corporate headquarters or another 'higher up' will change their minds...
